 Phase 1 low vision cards require players to get 2 sets of 3. When you get this (for instance, if you have 3 - 6's and 3 - 8's), you move on and try for the next combination of cards called for in Phase 2 low vision cards, which is 1 set of 3 + 1 run of 4. You must complete each phase in order before moving on to the next.
